The role of the Programs Division is to facilitate consultations, dialogue and consensus building among members; promote the fundamental principles of democracy, dialogue, sustainable development and human rights enshrined in the Agreement Establishing the MSG; monitor and evaluate political developments in New Caledonia including the implementation of the Noumea Declaration and general monitoring of political developments in the region. The Division also provides policy advice on Trade, Investment, Economic Development, Private Sector Development, Good Governance systems and initiatives to strengthen institutions; monitor and develop policies to strengthen security and police cooperation amongst members and with regional & international organisations; initiate social policy dialogue and advice to improve members’ social development, livelihoods and cultural values; and contribute to policies and initiatives that enhances Member’s protection and sustainable management of their environment & natural resources including adaptation and mitigation of climate change
The Divisions key responsibility involves developing, implementing and managing the Division’s annual Work Program which fall into 4 main focal Areas and these are: the Monitoring of Political Developments in the region including the Decolonization process in New Caledonia which is managed by the FLNKS Unit; MSG Declaration on Environment & Climate Change (ECC) managed by the ECC Unit; Security and Policing arrangements in the region; Social, Cultural and Sports issues; Women in Leadership and the Youth Program.
Governance and Political Affairs are important pillars under the “MSG 2038 Prosperity for All Plan”. The purpose of the Governance and Political Affairs (GPA) Division is to develop policies and provide advice on governance, political and security affecting the MSG sub-region, as well as managing annual Work Programme and Activities.
The main areas of responsibility involve the provision of appropriate policy advice consistent with the Agreement establishing the MSG and other international norms, assessing the political situation in member countries/territories and within the sub-region,
